North Country improving access to primary care

A large part of the national discussion about health care has focused on access to care. People need "medical homes." The demand for services is driving a need for more supply of services. If patients have nowhere to go for medical care, they are likely to show up at the hospital emergency department, which is an expensive way to provide non-emergency care.
